In my experience, the time of day of a picnic is an important factor. Generally, picnics started in the late afternoon at any of the locations listed in this post can be most beneficial because fewer people will be found at those locations. I also like to vary my locations as being in a park around nice nature surroundings is nice as is a tranquil beach surrounded by the ocean and sunset.
